HARTFORD CITY, Ind. – Two local men face drug-dealing charges after their recent arrests in Montpelier.
Devon James Shultz, 25, of Hartford City, and Chad Michael Sluder, 22, Winchester, are charged in Blackford Circuit Court with dealing in meth, possession of meth and unlawful possession of a syringe.
A Blackford County sheriff’s deputy reported the men were arrested Feb. 27 after they were observed leaving a Montpelier house “where known drug abusers and dealers have ... congregated for quite some time now.”
The men were questioned by the deputy after leaving their vehicle in the driveway outside a nearby vacant house.
Both men were determined to be carrying meth – which Shultz claimed had been planted on him by police – and syringes.
Sluder is also charged with carrying a handgun without a license – a loaded .44-caliber handgun was found in his car – and driving while suspended.>

The Winchester man, released from the Blackford County jail after posting a $3,000 cash bond, faces four charges pending in Randolph Superior Court – carrying a handgun without a license, possession of marijuana and two counts of driving while suspended.
Shultz – who remained in the jail Saturday under a $3,000 bond – has been convicted of conversion, counterfeiting, possession of marijuana, possession of precursors and residential entry.
Each received a June 25 trial date in the Blackford County case. The meth-dealing charge is a Level 3 felony carrying up to 16 years in prison.

Portia Elaine Westfall, 53, of the 1300 block of West Kilgore Avenue, is preliminarily charged with dealing in cocaine, maintaining a common nuisance and possession of paraphernalia.
She was arrested last week when members of the narcotics unit and the Muncie police SWAT team raided her home. She was being held in the Delaware County jail on Saturday under a $10,500 bond.
Westfall has been convicted of dealing in cocaine, driving while intoxicated, false informing, possession of cocaine, possession of paraphernalia, prostitution and theft (three times).
